Goodyear adopted the 2024 International technical-code family on March 23, 2026. The 2024 IBC, IRC, IMC, IPC, IFGC, IECC and IEBC and the 2023 NEC became effective June 23, 2026; the 2024 IFC became effective April 23, 2026. City amendments apply.
Permits and inspections
Applications and electronic plan review are handled through the city's Development Center / electronic system. Goodyear's homeowner guidance confirms that permit exemptions are scope-specific: for example, residential concrete flatwork does not require a building permit, and an unattached deck 30 inches or less above grade that does not serve as the primary exit is exempt. These examples do not waive zoning or other applicable requirements. Permitted work must remain exposed for required inspection.
