Named ordinances, statutes, and reforms specific to Peoria — each linked to an official source you can verify directly.

  1. Peoria City Code Chapter 21 — Zoning

Peoria's zoning ordinance is codified in Chapter 21 of the Peoria City Code (hosted on American Legal Publishing). Section 21-115 establishes the city's zoning districts; Section 21-303 governs the Planning and Zoning Commission. Residential, commercial, industrial, and special-use districts (including overlays) are detailed in subsequent sections.

  2. Lake Pleasant Parkway Scenic Corridor & Heights Specific Plan

Peoria's zoning code designates a Lake Pleasant Parkway Scenic Roadway Corridor and the Lake Pleasant Heights Area Specific Plan, layering scenic-corridor protections (signage, setbacks, landscape buffers, hillside-development controls) on top of underlying zoning along Lake Pleasant Parkway from north of Loop 303 toward Lake Pleasant Regional Park.

  3. Peoria Innovation Core (PIC) & Loop 303 Annexations(2024)

In December 2024, Peoria City Council partnered with the Arizona State Land Department on land-planning for ~7,000 acres of State Trust land in the 'Peoria Innovation Core' — a 10.5-square-mile area encompassing the Loop 303 corridor between Lake Pleasant Parkway and SR-74. On October 15, 2024 Council approved annexation and zoning entitlement of the 1,620-acre North Peoria Gateway near Happy Valley Parkway.

  4. Arizona HB 2720 (2024) / A.R.S. § 9-461.18 — Casita / ADU Mandate(2024)

Governor Hobbs signed HB 2720 on May 21, 2024. Cities and towns with population >75,000 (Peoria, ~191,000) must allow at least one attached and one detached ADU per single-family lot as a matter of right by January 1, 2025, with ADU size capped at 75% of the primary dwelling's gross floor area or 1,000 sq ft (whichever is smaller), and setbacks limited to ≤5 ft. Cities that do not comply lose the ability to restrict ADUs on any residentially zoned parcel.

  5. Arizona Revised Statutes Title 9 Chapter 4 — Municipal Land Use Authority

Peoria's zoning and subdivision authority derives from A.R.S. Title 9, Chapter 4 (Public Property, Improvements, and Works), which authorizes Arizona municipalities to adopt zoning ordinances (§ 9-462), subdivision regulations (§ 9-463), and impose impact fees (§ 9-463.05). Unlike Washington and Oregon, Arizona does not have a comprehensive statewide preemption of local zoning beyond the targeted 2024 casita / multifamily statutes.
