Building Permits in Burbank
Burbank's Community Development Department, Building and Safety Division administers building permits, plan review and inspections within the City.
Current adopted codes
Burbank's current administrative building provisions were updated effective January 1, 2026 for the new California code cycle. California's 2025 Building Standards Code is the statewide triennial code basis for new applications from that date, together with Burbank's local amendments.
Permits and inspections
Burbank's administrative code requires permit holders to request required inspections and allows the Building Official to require requests at least one business day before the desired inspection. Work may not proceed beyond a required inspection point without approval. Permitted work is not complete until required final inspection approval; occupancy requirements depend on the applicable permit and use.
Fees
Burbank assesses permit-related charges under its current City fee resolution and project valuation rules. The administrative code defines building-permit valuation as the Building Official's estimate of fair-market construction cost and allows use of current ICC valuation data or other accepted methods. Work begun without a required permit is subject to an investigation fee equal to the permit fee. No generic review duration or plan-check percentage is stated here for ordinary permits.
