Building Permits in Clovis
Clovis' Building Inspection Division administers building permits under the City's Planning and Development Services functions and California's statewide building standards.
Permit and code framework
Clovis Municipal Code Chapter 9.52 requires a building permit before alteration, construction, conversion, erection, moving or reconstruction of a structure, or an addition, and requires review for compliance with applicable State building codes including Title 24. The current California Building Standards Code cycle should be checked for the application date; California's 2025 Title 24 cycle took effect statewide January 1, 2026.
The municipal code also provides that required on-site and off-site improvements must be completed before an occupancy permit is issued, unless the permittee enters the City's specified completion agreement; the code describes a 180-day completion period and a possible additional 180-day extension for off-site improvements upon written request and good cause. These provisions are not general building-permit review timelines.
Clovis fee schedules and professional-design requirements vary by project. Older City handouts referencing the 2022 California codes are not used here as evidence of the current 2026 code cycle.
