Building Permits in Escondido

Escondido's Building Division reviews plans, issues building permits, and administers building inspections.

Current Code Framework

California's 2025 Building Standards Code became effective January 1, 2026. Escondido's Building Division specifically notes the California Building Code update effective on that date. Local ordinances and project-specific requirements also apply.

Electronic Plans and Portal Permits

The Building Division states that it accepts plans only in electronic format. It identifies multiple permit categories that must use the City Portal, while other permit types begin through the counter or Building Permits contact and receive a link for electronic plan upload after the application is accepted.

Published Plan-Review Estimate

For a complete set of construction documents, Escondido currently states that plan review is approximately 30 calendar days for each review cycle. This is the city's published estimate, not a statutory guarantee and not a promise that every application will finish in one cycle.

Inspections

Escondido moved building-inspection scheduling and tracking to the City Portal. The city states that inspections are no longer scheduled through its former webpage or by phone. The portal supports scheduling/rescheduling, inspection time-frame viewing, progress tracking, and results.

Permit and Plan-Check Validity

The Building Division currently states that plan check is valid for one year after submission and a permit is valid for one year after issuance, with the city's stated extension rules. Applicants should verify those rules when relying on an extension.
