Building Permits in Rialto
Rialto's Building & Safety Division administers plan review, permits and inspections. Applications are submitted through the City's Online Permit Center (OPC).
Current codes
Rialto states that the 2025 California Building Standards apply to permit applications and plans submitted after midnight December 31, 2025; the statewide code became effective January 1, 2026. Local ordinances and amendments also apply.
Review, inspections, occupancy and fees
Rialto says permit turnaround varies with scope, permit type and complexity. Its current FAQ notes that patio, block-wall and reroof permits may often be reviewed within 10 business days, while routed reviews have a tentative 20-business-day plan-review period and a tentative 10-business-day permit-processing period after plan approval. These are City-published tentative targets, not guaranteed deadlines.
Building permit and plan-check fees vary by square footage and valuation. The City issues Certificates of Occupancy through Building & Safety for applicable new construction and tenant improvements after required divisions and associated permits are final; it does not issue COs for single-family dwellings, ADUs or townhomes, which receive finals instead.
