Building Permits in Santa Rosa

Santa Rosa's Building Division reviews building-permit applications for compliance with state and local codes and provides construction inspections.

Codes

Projects must comply with the currently adopted California Building Standards Code and Santa Rosa local requirements. California's 2025 Title 24 code cycle became effective January 1, 2026. Verify local amendments and the code applicable to the permit date before design.

Application and permit life

The City states that a permit must be picked up within one year of application, with a possible written one-time extension of up to 180 days under its published procedure. After issuance, the City states there are 365 calendar days to start work and call for a Building Division inspection. Inspections

Inspections are required at stages identified for the project. The City requires advance notice and does not promise a specific time of day. Final inspections cannot be scheduled until invoiced fees have been paid.

Fees and changes to plans

Fees depend on the project and current City schedules. Changes to approved plans require Building Division review; the City states that proposed changes are submitted electronically through its Digital Plan Room and may carry a review fee.
