Building Permits in Thousand Oaks
Thousand Oaks' Community Development Department / Building Division handles construction permitting and inspections. The City's TO/24 system supports online construction-permit applications, plan checks, corrections, payments, status tracking and inspection scheduling.
Current codes
California's 2025 Building Standards Code (Title 24) is effective statewide for applications on or after January 1, 2026. Thousand Oaks projects are also subject to applicable local amendments and development requirements.
Electronic submittal and inspections
The City states that, starting September 1, 2025, the Building Division accepts only digital plans with permit applications and requires electronic submittal through TO/24 under the appropriate permit type. TO/24 also provides inspection scheduling and daily inspection-time information.
Certificates and records
The Building Division publishes project handouts including a commercial Certificate of Occupancy application. Permit histories can be searched online; copies of plans prepared by an architect or engineer are subject to the City's stated consent requirements for the property owner and professional of record.
