Building Permits in Torrance

Torrance Building and Safety administers construction permits through the city's online permitting system.

Electronic submittal and zoning clearance

Effective January 5, 2026, Torrance requires all plan reviews and permit submittals to be electronic; paper plans and physical submittals are no longer accepted. The city also directs applicants to obtain Zoning Clearance from Planning or Environmental before the building-permit application, with proof of clearance submitted with the permit.

Current code cycle

California's 2025 Building Standards Code (Title 24) applies statewide to permit applications submitted on or after January 1, 2026, together with applicable local amendments.

Fees

Torrance publishes separate residential and commercial building-permit fee schedules and valuation tables. The city also lists certain school-district, dwelling-unit, park/recreation, and construction-tax charges where applicable. These are project-dependent; they are not converted here into one generic permit price.

Review and inspections

Use the online permit system to submit applications, upload plans, pay fees, and track status. Inspection requirements depend on the approved scope. The city does not state one universal review duration for all building permits, so no generic timeline is used.
