Ventura Building Permits — Requirements & Process

The City of Ventura Building and Safety Division administers building permits, plan review, permit issuance, and building inspections within the City.

Applications

Online permit applications use Ventura OPS (Online Permit Services), and an OPS account is required before applying online. The City also offers instant permits for certain residential work through its designated automated permitting service.

Fees

Ventura publishes an FY 2026–2027 fee schedule, with applicable rates effective July 1, 2026. The City also provides a permit fee estimator for some project types and cautions that estimator results are estimates; final fees may vary. Inspections and closeout

Building inspections may be requested through Ventura OPS or by the City's building-inspection request line. For phone requests, the City directs applicants to call before 5:00 p.m. for a following-business-day inspection.
