Hartford's Department of Development Services reviews plans, issues building and trade permits and performs inspections. Applications are submitted through the City's Accela system.

Current codes

The currently effective 2022 Connecticut State Building Code applies to permit applications filed from October 1, 2022 and is based on the 2021 I-Codes with the 2020 NEC. Connecticut's proposed 2026 code had not yet taken effect at this verification; the State reports its expected July 1, 2026 date was delayed pending approval.

Application and review

Hartford requires applicants to determine whether planning/zoning or historic review is needed and to submit the required drawings and technical documentation. The City says the division has up to 30 days to respond to a completed permit application and that permits are typically issued within the first two weeks. The latter is reported here only as the City's published typical experience, not a guaranteed deadline.

Design-professional requirements

Hartford's current guidance says new residential structures require a full drawing set but are not required to be stamped and signed by a design professional unless total square footage exceeds 5,000 square feet. This statement is limited to the residential context in the City's guidance and should not be generalized to other project types.
