Building Permits in Lakeland
Lakeland's Building Inspection division administers building permits inside city limits. The City uses iMS for online applications, payments and inspection scheduling, with ePlan used for electronic plan documents where applicable. Properties outside Lakeland city limits are permitted by Polk County instead.
Current code and permit requirements
Florida's statewide 8th Edition (2023) Florida Building Code remains the baseline code framework, subject to applicable local administration and state updates. Effective July 1, 2026, Lakeland explains the state-law permit exemption for qualifying work under $7,500 on a single-family dwelling, but expressly excludes electrical, plumbing, mechanical, gas and structural work, flood-hazard properties, and non-single-family property. Do not treat the dollar threshold as a blanket exemption.
Inspections, fees and permit life
Inspections may be scheduled in iMS, by the City's inspection phone line, or by text. The permit and approved stamped plans, when applicable, must be available at the job site.
Lakeland's fee schedule, current as of June 2026, is project-specific. For example, valuation-based building permits use tiered formulas; residential one- and two-family plan review is $31.50 or 25% of the building permit fee, whichever is greater, while commercial/multifamily plan review is $45 or 50%, whichever is greater. These are Lakeland's published formulas, not generic estimates.
