Palm Bay Building Permits — Requirements & Process
The City of Palm Bay Building Department administers building permitting and inspections within the city. Permit requirements depend on the proposed work, and other city or outside-agency approvals may also apply to a particular project.
Permit applications and digital plan review
Palm Bay provides online permitting services and uses the ePermitHub Digital Plan Room for electronic plan submission, review, and approval. The city states that the Digital Plan Room was implemented on March 3, 2025 and allows applicants to upload plans and documents, view permit and review status, respond to outstanding issues, and obtain approved permit documents.

Current building code
For permit applications submitted on or after December 31, 2023, Palm Bay requires compliance with the Florida Building Code, 8th Edition (2023). The city also adopts a modified Chapter 1 of the Florida Building Code, Building, for local administrative requirements.
The Florida Building Code contains separate volumes covering Building, Residential, Existing Building, Plumbing, Mechanical, Fuel Gas, Energy Conservation, Accessibility, and Test Protocols for High-Velocity Hurricane Zones. The applicable provisions depend on the project.
Palm Bay's current Building Department forms also identify the 2020 National Electrical Code (NEC) alongside the 8th Edition (2023) Florida Building Codes.
When a permit may be required
Palm Bay's Building Permits FAQ states that permits are required for many common projects, including examples such as garages or carports, fences, sheds, re-roofing, replacement windows and doors, above-ground pools, air-conditioning change-outs, electrical work, plumbing work, gas piping, generators, and fire-protection systems. The city's list is expressly not exhaustive.
The Building Department also notes that, effective July 1, 2026, Florida HB 803 provides permit exemptions for certain qualifying small home-improvement projects under $7,500. This is not a blanket exemption for all work below that amount; the statutory conditions and project scope must be checked before relying on an exemption.

Plans and professional design
Florida law establishes requirements for professional engineering documents. Under Florida Statutes § 471.025, final drawings, specifications, plans, reports, or documents prepared or issued by a licensed engineer and filed for public record or provided as final documents to the owner or owner's representative must meet the applicable signature, date, and seal requirements.
That rule does not mean every building-permit application must be designed or sealed by an engineer. Whether licensed architectural or engineering services are required depends on the project and applicable Florida law. Palm Bay identifies Resolution 2025-32 as the current Building Department fee schedule for FY 2025-2026. The resolution was approved by City Council on September 24, 2025 and contains Chapter 96 Florida Building Code permit and plan-review charges.
