Athens-Clarke County's permitting process is administered through the Unified Government's development and building-inspection functions. Required inspections vary by project and may involve more than one department.

Current code framework

Georgia's mandatory State Minimum Standard Codes provide the statewide construction-code baseline. The Georgia Department of Community Affairs states that the 2023 National Electrical Code and 2025 amendments to the 2018 International Building Code became effective January 1, 2025. Georgia has already adopted a newer code package for January 1, 2027, but that future package is not presented here as current law in 2026.

Applicants must also check Athens-Clarke County amendments and project-specific requirements rather than relying only on the statewide edition.

Inspections and occupancy

Athens-Clarke County states that required inspections vary from project to project and are administered by the relevant departments. Most departments report responding to inspection requests within 24–48 work hours, but the County directs applicants to the assigned inspector for specific timing.

For a Certificate of Occupancy, the contractor on the permit requests final inspections through Building Inspections. Staff verifies required departmental finals and outstanding fees before issuance. Applicable as-builts or statements of special inspections must also be submitted when required.

Fees and review timing

The County states that inspection and occupancy-related fees must be paid before a Certificate of Occupancy or Temporary Certificate of Occupancy is issued.
