Building Permits in Champaign
Building permits in Champaign are administered by the Building Safety Division of the Champaign Fire Department. The division receives permit applications, reviews code compliance, and inspects building, electrical, mechanical, plumbing, sprinkler and fire-alarm work.
Current codes
Champaign adopted the 2021 International Codes with local amendments after City Council action on January 9, 2024. Illinois also has statewide requirements, including accessibility and energy provisions and the statewide baseline-code framework effective January 1, 2025; locally adopted codes must comply with state law.
Professional-design requirements depend on project scope and applicable law; this guide does not assume every permit requires an architect or engineer seal.
Applications and permits
Permits are required for construction, enlargement, alteration, repair, moving, demolition or change of occupancy of a building or structure, and for specified building systems. City-listed exemptions include yard barns not exceeding 120 square feet, fences (while zoning still applies), playground equipment, and minor repair work to electrical, mechanical or plumbing systems. Champaign moved building-permit applications to OpenGov on January 1, 2025.
For one- and two-family permits, the city publishes an estimated five-business-day plan review from receipt of complete materials; this is a category-specific estimate, not a universal guarantee.
Fees
Fees vary by permit and project. For one-family dwellings, the city publishes fixed new-dwelling fees by gross-floor-area category and a $6-per-$1,000 construction-cost formula for additions/alterations, with a $45 minimum permit fee. Commercial/multifamily fees use separate schedules and formulas. Applicants should use the current applicable schedule.
Inspections and occupancy
Required inspections are identified on the permit. Champaign requests 24 hours' notice to schedule inspections. Final/occupancy approval depends on completion of the inspections applicable to the project.
