Naperville building permits are administered through the City's Development Services permitting process and Civic Access portal.
Current codes
Naperville states that, under Ordinance 26-010, plans submitted on or after April 1, 2026 are reviewed under the 2024 IBC, IRC, IPMC, IFC, IFGC, IMC, IPC, IEBC and ISPSC, the 2023 National Electrical Code, the 2018 Life Safety Code, and the current applicable Illinois energy, plumbing and accessibility codes. Local amendments also apply.
Application, fees, and inspections
Permit applications and project records are managed through Civic Access. The City publishes separate fee schedules for residential and commercial work; the building-permit page states that the fee schedules were last updated February 1, 2019 under Ordinance 18-145. Because charges depend on scope, this guide does not replace those schedules with a generic fee percentage.
After issuance, the permit must be posted where visible from the street and a printed copy of approved stamped plans must be available on site during inspections. Required inspections are listed in the portal. Naperville instructs applicants to schedule inspections at least 72 hours in advance.
Electrical work requires a permit before work begins; the City's electrical-permit page identifies the 2023 NEC for current work and directs applicants to Civic Access.
Review timing
Naperville does not state one universal review duration for all building permits on its general building-permit page. Timelines published for specialized permit types should not be generalized to unrelated projects.
