Building Permits in Fishers

Fishers administers building permits through the city's Community Development/Building Division. The city states that building permits are applied for and processed online. Fishers Code Chapter 154 requires a permit before construction, alteration, repair, or demolition of a building or structure; applicants should confirm project-specific exceptions and requirements with the city before starting work.

Codes and permit scope

Fishers incorporates the building and fire-safety rules of the Indiana Fire Prevention and Building Safety Commission in Title 675 IAC, including later effective amendments. For Class 2 residential construction, the statewide 2020 Indiana Residential Code is the 2018 IRC with Indiana amendments and has applied statewide since December 26, 2019. Fishers' current fee schedule gives a specific local exception for portable multipurpose accessory buildings 200 square feet or less: no building permit or permit fee is required, although applicable standards still apply. Inspections and occupancy

After a permit is issued, the city performs the inspections it determines necessary for compliance. The fee schedule says building permits include the initial required inspections and certificates of occupancy; reinspection and additional-inspection charges can apply.

For Class 1 structures, Fishers requires the applicable permit, final inspection and certificate of occupancy before occupancy. The current Chapter 35 schedule distinguishes new one- and two-family, multifamily, commercial/industrial/institutional, foundation-only, tenant-finish, addition, remodel/change-of-use and accessory-structure work. Examples in the current schedule include $150 for a one- or two-family remodel and $785 for tenant finish; new-building formulas include square-foot components and, where specified, local impact fees. Because the applicable formula depends on project type, applicants should use the current city schedule rather than a generic percentage or estimate.

Contractors holding permits must be registered with the city; the current schedule lists annual contractor registration at $100.
