Building Permits in Davenport

Davenport's building/permit services administer construction permits and inspections within the city.

Permit scope and exemptions

Davenport Municipal Code §15.08.300 requires an appropriate permit before regulated erection, construction, enlargement, alteration, repair, moving, improvement, removal, conversion or demolition of buildings, signs or structures and regulated building-service equipment. A listed building-permit exemption covers one-story detached accessory buildings such as sheds and playhouses when projected roof area does not exceed 120 square feet and zoning/setback requirements are met.

Applications and inspections

The city uses an electronic permit-application system; after staff processing, an invoice is issued and the permit is sent after payment. Larger projects may require E-plan and additional approvals. Work requiring a permit must remain accessible and exposed until approved, and concealed building-service equipment must be inspected first. A Certificate of Occupancy is governed by the city's permit-and-inspection chapter.

Fees

City code provides that permit and plan-review fees are set by City Council resolution and valuation is determined by the building official from the total construction value. The code states a building/structure plan-review fee of 65% of the building permit fee and 25% for electrical, mechanical and plumbing plan review when plans are required. These are Davenport code provisions, not generalized percentages; applicants should confirm the current resolution before budgeting.
