Building Permits in Lynn

Lynn's Inspectional Services Department administers building and trade permits. Applications and fee payments may be submitted through the City's referenced online portal or in person.

Codes and fees

Massachusetts' current building code is the 10th Edition of 780 CMR, based on modified 2021 I-Codes. Lynn's published building-fee schedule, effective March 1, 2025, lists one- and two-family new construction/alterations/accessory structures at $18 per $1,000 of estimated construction value with a $100 minimum, and commercial building permits at $22 per $1,000 with a $150 minimum. The same schedule lists a $75 reinspection fee and states that work begun without a permit is charged triple the calculated permit fee.

The City's FAQ says only a licensed contractor may obtain a building permit, except an owner of an occupied single- or two-family home may personally apply. This statement is kept in its City-published context and is not generalized to other jurisdictions.
