Building Permits in Newton

Newton building permitting is administered by the city's Inspectional Services Department (ISD). ISD enforces the Massachusetts State Building Code and Newton zoning requirements and issues permits for construction, reconstruction, alteration, repair and demolition. Building-permit applications are submitted through the city's NewGov/OpenGov online permitting portal.

Codes and state framework

Massachusetts uses a statewide building code. As of 2026, the 10th Edition of 780 CMR is the only Massachusetts building code in effect; its concurrency period with the 9th Edition ended June 30, 2025. The 10th Edition is based on modified 2021 I-Codes. Energy requirements must also be checked against the applicable Massachusetts base, stretch or specialized energy code.

Professional-design and construction-control requirements depend on the project. Massachusetts guidance states that a registered design professional must control construction for buildings greater than 35,000 cubic feet of enclosed space; this page does not extend that rule into a universal architect/engineer-seal requirement for every Newton permit.

Permits, inspections and occupancy

ISD's current guidance says permit applications are handled online through NewGov. Newton Fire Department also states that all commercial and residential building-permit applications require Fire Department review and approval.

Newton publishes a project-specific inspection sequence rather than a generic national sequence. For a final building inspection, required plumbing and electrical finals must be complete, the Fire Department final must be complete when required, and required sign-offs from Engineering, Planning, Conservation, Historic and Health must be obtained. The building inspection is the last inspection after the other required inspections have passed.

For building inspections, Newton currently offers same-day scheduling when the job is ready and the applicant calls the assigned building inspector before 8:00 a.m.; the inspector returns the call by 9:30 a.m. to arrange a time that day. Electrical and plumbing/gas inspections are scheduled in advance. This is an inspection-scheduling rule, not a building-permit review deadline.

Fees

Current city material states that Newton building-permit fees are charged at $20 per $1,000 of project hard costs. The contractor supplies project cost information and ISD may request supporting cost detail or consult published standards if the cost is questioned. Applicants should use the amount calculated for their current application because other project-specific approvals and fees can apply.

Review time

Newton does not publish a single generic building-permit review duration on the official sources used for this guide. Zoning, fire, historic, conservation and other reviews can affect a particular application. Do not substitute generic online estimates for the status and requirements shown in NewGov.
