Building Permits in Somerville

Somerville building permitting is administered by the Building Division of the Inspectional Services Department (ISD). The division performs permitting, plan review and inspections for compliance with the Massachusetts State Building Code and Somerville Zoning Ordinance. Applications are submitted through the city's CitizenServe portal.

Codes and state framework

Massachusetts uses a statewide building code. As of 2026, the 10th Edition of 780 CMR is the only Massachusetts building code in effect after the statewide concurrency period ended June 30, 2025. It is based on modified 2021 I-Codes. Somerville also states that new ground-up construction and major renovations must comply with the Specialized Stretch Energy Code; applicants should confirm the energy-code path for the actual project.

Professional-design and licensing requirements depend on project type. Massachusetts guidance states that a registered design professional must control construction for buildings greater than 35,000 cubic feet of enclosed space. Somerville separately requires licensed contractors for permits on three-family-or-larger and commercial buildings. When a permit is required

Somerville states that a building permit is required before constructing, reconstructing, altering, repairing or demolishing a structure or installing a sign. The city expressly identifies painting, tiling and flooring as work that does not require a building permit, and notes that interior gutting requires a building permit rather than a demolition permit.

The Building Division's current guidance says an owner-occupant of a one- or two-family dwelling may obtain the building permit for that property. A licensed contractor is required to apply for and obtain the building permit for a three-family-or-larger property or a commercial building. Electrical permits must be obtained by a licensed electrician, and gas/plumbing permits by a licensed plumber.

Inspections and occupancy

ISD conducts field inspections on building permits and certificates of occupancy. The required inspections and whether a Certificate of Occupancy is needed depend on the work and occupancy; other city departments, including Fire, Health and Public Works, can also be involved. Follow the inspection requirements attached to the permit rather than assuming a generic inspection sequence.

Fees and review time

Somerville's current building-permit page states that an applicant is directed to a payment page for a review fee when applying; if the project does not require plan review, that payment is credited toward the building-permit fee.
