Warren Master Plan (2021)(2021)
The City of Warren adopted its current comprehensive Master Plan on January 12, 2021, replacing the prior plan. It guides land use, transportation, and economic development decisions and identifies the Van Dyke / 12-13 Mile area for a future mixed-use downtown ('Warren Town Center'). The plan is the basis for Planning Commission zoning recommendations.

Warren's zoning ordinance (Appendix A) divides industrial land into four districts (M-1 through M-4) reflecting the city's manufacturing base, including the General Motors Technical Center and Detroit Arsenal areas. Article XVII sets uses permitted, site standards, and special use procedures for industrial sites. Medical marihuana facilities are limited to M-1, M-2, and M-3 districts.

In March 2025 the Warren City Council approved an ordinance permitting recreational marihuana retail establishments. Retailers are restricted to industrial or heavy commercial zones, must be at least 1,000 feet from school lot lines and at least 500 feet from residential lot lines, planned unit developments, libraries, parks, and religious institutions. The ordinance keeps Warren's permissive stance toward processors/growers/transporters from prior years and adds retail.

In 2024 the City of Warren selected Flaherty & Collins as exclusive master developer for the $170M Warren Town Center mixed-use project on the former city hall site (Van Dyke between 12 Mile and 13 Mile). The plan, by Gibbs Planning Group, includes ~500 market-rate apartments, a 200-key boutique hotel, ~20,000 sq ft of retail/dining, and a 30,000 sq ft full-service grocery. It implements the Master Plan's downtown vision.

Warren exercises zoning authority under the Michigan Zoning Enabling Act, PA 110 of 2006 (MCL 125.3101 et seq.), which consolidated Michigan's prior city/township/county zoning statutes. Michigan has no statewide ADU preemption, so any ADU rules are set locally by Warren's zoning ordinance.
