Building Permits in Rochester

Rochester's Community Development / Building Safety functions administer building permits and inspections. Most building and trade applications and inspection scheduling are available through Accela Citizen Access.

Current codes

Rochester's current residential permit guide identifies the 2020 Minnesota Residential Code, 2020 Minnesota Mechanical and Fuel Gas Code, 2020 Minnesota Plumbing Code, and NFPA 70 National Electrical Code as the applicable residential-code framework. Minnesota DLI confirms that the 2020 Minnesota State Building Code remains in effect, subject to later supplements and separately updated specialty codes.

Permit requirements

The City describes building permits as authorization for construction and renovation including alterations, repairs, moving, enlargement and demolition. Rochester also states that a building permit does not include trade work; electrical, mechanical and plumbing work requires separate permits where applicable.

For useful local thresholds, Rochester states that a shed under 200 square feet does not require a building permit but does require a zoning certificate, while a garage or shed over 200 square feet requires a building permit. Fences 6 feet or less generally do not require a building permit subject to the City's stated location and sight-line rules.

Effective May 1, 2025, Rochester requires building permits and inspections for residential re-roofing, re-siding and window-replacement projects.

Inspections, fees and permit life

After permit approval, payment and issuance, required inspections can be scheduled through Citizen Access, by phone, email or in person. Rochester publishes a current annual Master Fee Schedule rather than one generic building-permit price.

The City states that a permit can expire after 180 days without inspection or an update to Building Safety. Continued work and inspections therefore matter to permit validity.
