Independence's Community Development / Building Inspections Division handles construction permits and inspections. The City provides online links to apply for permits, pay fees, request inspections and check permit status.
Current adopted codes
Independence currently identifies the 2024 International Residential Code, 2024 International Building Code and 2023 National Electrical Code as adopted, with City amendments. Its adopted-code resources also list 2024 IFC, IEBC, IECC, IPC, IMC, IFGC and related amendments.
Local permit examples
The City publishes project-specific permit guidance rather than one generic list. For example, a detached garage or carport building greater than 120 square feet requires a permit; structures below that size do not require a building permit under the City's stated accessory-structure rule but remain subject to setback requirements.
Independence also states that permits are required for electrical, plumbing and heating/cooling work, all decks and ramps, enclosed porches, finished basements and residential reroofing. Replacement windows or doors require a permit when they are enlarged; siding by itself does not require a permit under the City's FAQ.
Fees and review
The City publishes a Construction Permit Fee Schedule and a separate expedited plan-review fee schedule. Because ordinary and expedited review are distinct, this page does not convert the expedited option into a normal citywide review deadline or use a generic fee percentage.
Inspections
Inspections are requested through the City's permit system. Required inspections depend on the permit and work performed; no universal sequence is stated here.
