Lakewood, New Jersey Building Permits — Requirements & Process

The Township of Lakewood Inspections / Construction Department administers construction permits and inspections in the township and enforces the New Jersey Uniform Construction Code (UCC), N.J.A.C. 5:23. Before beginning a project, the department directs property owners to determine which permits are required.

Permit applications

Construction-permit requirements depend on the proposed work and applicable UCC subcodes. Lakewood provides construction resources and an inspection-request process through its Inspections / Construction Department.

Some projects may also require zoning, planning, fire, utility, county, or other prior approvals. Applicants should confirm the approvals and UCC forms required for their specific project before filing.

Current New Jersey construction codes

New Jersey adopts construction subcodes statewide through the UCC. The New Jersey Department of Community Affairs lists the model-code update adopted August 17, 2026, including:

  • 2024 International Building Code, New Jersey edition, as the building subcode;
  • 2024 National Standard Plumbing Code as the plumbing subcode;
  • 2023 National Electrical Code (NFPA 70) as the electrical subcode; and
  • 2024 International Energy Conservation Code for low-rise residential energy provisions.

The UCC contains additional subcodes and New Jersey amendments. The applicable code provisions depend on the building and scope of work, so applicants should use the current DCA UCC materials rather than an unamended model code.

Plans and design professionals

Lakewood states that a homeowner may prepare plans for construction, addition, reconstruction, alteration, renovation, or repair of a single-family residence intended exclusively as the homeowner's private residence.

For other plans, including other residential uses and nonresidential work, Lakewood states that the registered architect or licensed engineer who prepares the plans must affix the required seal and signature to the submitted plan sheets. The township also identifies a limited Class III structure exception for plans prepared by a New Jersey licensed electrician or New Jersey licensed master plumber for their respective electrical or plumbing installations.

New Jersey DCA Bulletin 96-2 provides the state UCC signing-and-sealing requirements for construction documents. These rules should be applied to the actual project rather than treated as a statement that every permit requires an architect or engineer.

Plan review

Lakewood's Code Enforcement FAQ states that the State allows 20 business days for permit review. New Jersey DCA materials likewise identify a 20-business-day regulatory review period for new project plans in the applicable UCC plan-review process.

The period should not be treated as a promise that every project will receive a permit within 20 business days: incomplete submissions, required revisions, prior approvals, or projects requiring State review can affect the overall process.

Permit duration

Lakewood states that construction must begin within one year of the permit issue date. After work begins, the permit expires if the work is abandoned for more than six months.

Fees

Permit fees depend on the work and applicable UCC fee provisions. This guide does not state a universal Lakewood permit fee because a single current official amount applicable to all construction permits was not verified. Applicants should obtain the current fee for their specific permit from the township.

Inspections

Lakewood provides an official inspection-request process. The township instructs applicants to submit its Inspection Request Form or request an inspection using the contact information on the Inspections / Construction page, including the permit number, block/lot, address, inspection type, and contact information.

Required inspections and their sequence depend on the permitted work. Follow the approved documents and instructions for the specific permit rather than a generic inspection sequence.

Completion and occupancy

Completion and occupancy documentation depends on the project. Lakewood specifically states that a Certificate of Occupancy is not required merely because an existing home is being sold; a smoke certificate is required for that circumstance.

That resale rule should not be generalized to new construction, changes of occupancy, or other projects. Confirm the required final inspections and certificate type for the specific permitted work with the township.
