Building Permits in Las Cruces

The City of Las Cruces accepts building-permit applications through its Accela Citizen Portal, which also supports status checks, payments and inspection requests.

Codes

New Mexico's Construction Industries Division lists the 2021 New Mexico Commercial Building Code, 2021 New Mexico Residential Building Code and 2021 New Mexico Existing Building Code. The 2021 residential and commercial energy codes became mandatory for new construction beginning July 30, 2024. For plumbing and mechanical work, New Mexico adopted 2024 editions effective August 1, 2026 with a transition allowing the prior editions through December 31, 2026; applicants should confirm which permitted transition path applies to their filing.

Application and review

Las Cruces requires a pre-submittal meeting for new commercial construction, additions or alterations valued at $1 million or more, and for multifamily projects including duplexes or larger regardless of valuation. The City currently publishes processing guidance of 0–3 business days for residential projects and 0–8 business days for commercial projects depending on valuation. These are City service guidelines, not universal statutory guarantees.
