Building Permits in Asheville
Building permitting in Asheville is administered by the City's Development Services Department (DSD). DSD processes permits, performs inspections, maintains development records, and operates the Permit Application Center. The City's Development Portal is the primary entry point for building, zoning, land-disturbance, and related permitting services.
Current codes
North Carolina's 2018 State Building Code remains the currently effective statewide code while implementation of the 2024 code is delayed. The North Carolina Office of State Fire Marshal states that the 2024 code becomes mandatory only after the statutory delayed-effective-date conditions are satisfied; until then, the 2018 code remains effective. OSFM also lists the 2020 North Carolina Electrical Code (2020 NEC with state amendments) as the current electrical code for occupancies outside the one- and two-family residential scope and lists the 2023 electrical code as indefinitely delayed.
Professional-design, contractor-licensing, and sealing requirements depend on the project and applicable state law. This page does not impose a blanket architect/engineer seal requirement on every Asheville permit.
Applications and permits
The Asheville Development Portal supports new applications, status checks, fee payments, review comments and approvals, revised applications, and inspection scheduling. DSD's Permit Application Center also accepts in-person business. The city states that applications and payments received after 4:30 p.m. are processed the next business day; that cutoff is an intake rule, not a guaranteed plan-review duration.
Permit requirements vary with the work and may involve building, zoning, grading/flood, fire, or trade approvals. Because the current city materials reviewed do not support one universal minor-work exemption for all project types, this guide does not import exemption thresholds from another North Carolina jurisdiction.
Fees
Asheville maintains an updated City Fees and Charges Manual and assesses fees by the applicable permit and review type. The city also publishes a Building Code Enforcement Financial Report as required by North Carolina law. No single percentage or dollar amount is presented here as a universal building-permit fee; applicants should use the current city fee manual and the Development Portal for the project-specific amount.
Inspections and occupancy
DSD performs inspections Monday through Friday. The city's Citizen Access system states that online inspections must be scheduled by 6:00 p.m. on the business day before the inspection. Required inspections and final occupancy approvals depend on the scope and occupancy; this guide does not substitute a generic inspection sequence for the city's permit-specific requirements.
