Building Permits in High Point

High Point's Development Services Center administers construction permits through Accela Citizen Access (ACA).

Current code framework

North Carolina OSFM states that the 2018 North Carolina State Building Code remains in effect while implementation of the 2024 Code is delayed. The 2024 Code may be used as an alternative method where the state's stated conditions are met.

When permits are required

High Point states that construction permits are required as prescribed by N.C.G.S. 143-138 and 160D-1110 for covered construction, repair or alteration. Zoning permits can also apply to land-development work outside the State Building Code.

Inspections and permit duration

Permitted construction requires the inspections listed on the issued permit and a final inspection. High Point states that inspection requests submitted through ACA by 6 a.m. may be requested for that business day. The City also notes state-law expiration rules, including six months without commencement and twelve months after abandonment/discontinuance.

Fees and professional requirements

Required inspections are included in permit fees; certain optional services carry additional fees. Special inspections, where required by the NC Building Code, must be performed under the City's stated registered-design-professional framework.
