Building permits in Jacksonville are administered by the City Planning & Inspections Department/Building Inspections Division. The division enforces applicable North Carolina Building Code requirements and inspects building and trade work.
Current codes
North Carolina's 2018 State Building Code remains the currently effective statewide code while implementation of the 2024 code is delayed under state law. OSFM states that the 2018 code remains effective until the delayed 2024-code effective-date conditions are satisfied.

Applications and permits
Jacksonville publishes building/trade permit applications and checklists through Planning & Inspections. The Building Inspections Division regulates building work and electrical, gas, mechanical and plumbing systems under applicable code requirements. Fees
Permit fees depend on project and permit type. Effective July 1, 2026, Jacksonville states that credit-card payments carry a 2.75% convenience fee and check payments a $0.75 processing fee; these are payment charges, not the underlying permit fee. Applicants should use the current city fee materials for the permit itself.
Inspections and occupancy
Jacksonville states that all required inspections must be approved in the appropriate order before a Certificate of Occupancy is issued. Inspections can be requested by email, in person or by phone through Planning & Permitting.
