Notable local initiatives in Norman

Named ordinances, statutes, and reforms specific to Norman — each linked to an official source you can verify directly.

  1. Norman Zoning Ordinance — Chapter 36(1954)

Norman's general zoning ordinance is Chapter 36 of the Code of the City of Norman. The framework was originally adopted in 1954 and has been amended repeatedly since; the number of zoning districts has grown from 9 at adoption to 33 today, including five overlay districts: Flood Hazard, Airport Height, Historic District, Northern Community Separator, Porter Corridor (PCZOD), and Central Norman (CNZOD). The official consolidated PDF is published by the Planning & Community Development Department.

  2. Center City Form-Based Code (CCFBC)(2017)

The Center City Form-Based Code was first adopted in 2017 to implement the Center City Vision plan (jointly funded by the City and the University of Oklahoma) for downtown West Main Street, residential neighborhoods west of campus, and the area between OU and downtown. The code was substantively updated in June 2022 and again in August 2023; the current document is dated August 22, 2023. The CC Form District replaces traditional use-based zoning with form/transect categories. Campus Corner is currently excluded from the district but eligible for future inclusion.

  3. Off-Street Parking Reform — Ordinance O-2122-6(2021)

On November 9, 2021 the Norman City Council unanimously adopted Ordinance O-2122-6, replacing the word 'required' with 'recommended' for off-street parking under the zoning code for nearly all land uses (single-family, duplexes, fraternities, and mobile home parks remained mandated). The change effectively eliminated parking minimums for commercial, multifamily, and mixed-use projects citywide and is recognized by the Parking Reform Network as a 'one-word' parking mandate elimination. In 2024 the ADU provisions were further relaxed for units under 650 sq ft.

  4. AIM Norman Comprehensive Land Use Plan(2025)

AIM Norman is the city's 25-year comprehensive plan, recommended by the Planning Commission on May 8, 2025 (8-0) and adopted by City Council in June 2025. It bundles seven elements — land use, housing strategy, transportation, stormwater, water hydraulic modeling, wastewater, and sanitation — and explicitly anticipates 57,000+ new residents by 2045. Priorities include attainable housing, protecting Lake Thunderbird and the Garber-Wellington Aquifer, infill/mixed-use, and a connected trail system.

  5. Oklahoma Municipal Zoning Authority — 11 O.S. § 43-101 et seq.

Norman's zoning authority is conferred by Oklahoma Statutes Title 11, Article 43 (Planning, Zoning and Land Use), which empowers Oklahoma municipalities to regulate building height, bulk, density, use, lot coverage, and yards. Oklahoma does not preempt municipal single-family zoning, leaving the structure of Chapter 36 and the CCFBC entirely to local control.
