Building Permits in Corvallis

Corvallis Development Services administers local building permits and plan review under Oregon's statewide specialty-code system.

Current codes

For commercial structural work, the 2025 Oregon Structural Specialty Code became mandatory April 1, 2026. The 2025 Oregon Mechanical Specialty Code also became mandatory April 1, 2026. Residential work remains under the current Oregon Residential Specialty Code until the next edition becomes effective under state rule. Applicants should use the code applicable to their project discipline rather than assuming one edition covers every trade.

Review times

Corvallis publishes plan-review targets of two weeks for one- and two-family residential projects, three weeks for multifamily and commercial projects, and two business days for projects qualifying for Rapid Review. Resubmittal targets are one week for one-/two-family projects and two weeks for multifamily/commercial. These are City process targets, not guaranteed statutory completion dates.

Fees

The City explains that Oregon sets the valuation methodology while Corvallis sets local fee rates. Plan-review fees must be paid before review begins. Use the current Development Services schedule/estimate for actual charges.

Inspections and completion

Inspection results are posted through the City's permit system. Corvallis states that final building occupancy may occur only after final written approval and a Certificate of Occupancy when required.
