Building Permits in Eugene

Eugene Building and Permit Services administers construction permits. The City requires permit applications and construction drawings to be submitted electronically through eBuild.

Codes and permit scope

Oregon specialty codes govern structural, residential and trade work, with Eugene administering them locally for City projects. Eugene identifies new dwellings, duplexes/secondary dwelling units, additions, alterations/remodels, decks or retaining walls, accessory structures, garage conversions, and regulated trade work among typical residential projects requiring permits.

The City also publishes an exemption handout based on Oregon Residential Specialty Code administrative rules. An exemption from a building permit does not waive zoning or other applicable requirements.

Application and review

Standard projects requiring plan review are submitted through eBuild. Eugene also offers Express Permit programs for qualifying projects. For the Residential Express Program, the City states a goal of issuing the permit the same day during the scheduled review, but only for eligible projects and complete submittals. This is not a general same-day promise for all permits.

Inspections and completion

Issued permits can use the City's online inspection scheduling system. After required inspections are approved, a Certificate of Compliance or Certificate of Occupancy can be printed where applicable. Temporary occupancy has a separate process.

Use Eugene's current fee estimator and Oregon schedules for project-specific charges. Oregon law and specialty codes determine when a licensed design professional is required; this guide does not impose a universal seal requirement.
