Building Permits in Salem, Oregon

Salem's Building and Safety Division operates the Permit Application Center and is responsible for construction plan review, permitting, and inspections.

Codes and exemptions

Oregon uses statewide specialty codes for structural, residential, electrical, mechanical, plumbing and related disciplines, administered locally by Salem for work in its jurisdiction. The City directs users checking permit exemptions to the applicable Oregon Structural Specialty Code or Oregon Residential Specialty Code provisions. Work exempt from a building permit can still be subject to zoning and other requirements.

Plan review

Salem's Building Permit Quality Assurance Program publishes service standards of 10 business days for initial residential plan-review comments and 20 business days for initial commercial plan-review comments. These are City review standards for initial comments, not a promise that every permit will be issued within those periods.

Inspections

The City states that same-day inspections can be scheduled when requested before 5 a.m., while later requests are generally scheduled the following day unless a later date is requested. Salem notes that workload and routing determine actual inspection time. Final inspections have separate coordination requirements.

After final approval, Certificates of Occupancy/Final Approval are available on request where applicable.

Fees and professional design

Fees depend on the permit and Oregon/City schedules; no generic percentage is used here. Salem's quality program verifies design-professional licenses during plan review when licensed design is part of the submittal, but Oregon law and code determine when a design professional is required.
