Building Permits in Charleston

Charleston's Permit Center and Building Inspections Division handle construction permitting and inspections within City jurisdiction.

Applications

Permit applications, construction documents and plans can be submitted through the City's Customer Self Service (CSS) Portal. Charleston advises applicants to confirm first that the property is actually within City limits because nearby addresses can fall under other jurisdictions.

The Permit Center lists certain Express permits that may be eligible for over-the-counter in-person approval, but the City expressly states that approval is never guaranteed. This is not treated as a universal same-day permit process.

Inspections and Completion

Charleston schedules building and trade inspections through CSS. The City's procedures distinguish sub-trade inspections under a building permit from stand-alone trade-permit inspections. Project-specific Certificate of Construction Completion requirements apply after permitted construction.

Floodplain Work

Charleston states that a building permit is required for all development in the Special Flood Hazard Area, including specified storm-damage repairs. Floodplain requirements can therefore add documentation beyond the ordinary permit workflow.

Fees and Review Timing

Fees depend on permit type. The City's published Certificate of Occupancy timing applies to that CO workflow and is not used here as a general building-plan-review deadline.
