Building Permits in Conroe
Conroe's Building Inspections & Permits Department administers building permits and inspections inside City limits. The City transitioned permit and inspection activity to an OpenGov workspace in late 2025.
Current code framework
Conroe's locally adopted building-code editions must be checked against the City's current ordinances for the project type. Texas does not supply one municipal building-code edition for every discipline, while statewide rules independently govern areas such as electrical licensing/code and professional practice. As of September 1, 2026, TDLR adopted the 2026 NEC as the Texas state electrical code with a limited state exception.
Permits, inspections and occupancy
Applications and inspection requests are handled through the City's current permit system. For an existing-business Certificate of Occupancy, Conroe's official application states a $50 permit fee, next-business-day building-safety inspection requests submitted by 4:00 p.m. the prior business day, correction/reinspection where necessary, and final fire review before CO issuance. Those details are specific to that CO process and are not generalized to every building permit.
Fees and timing
Conroe adopted an updated municipal fee schedule in November 2025. Fees vary by permit and scope, so applicants should use the current City schedule rather than a generic percentage. No unsupported citywide building-plan-review duration is stated here.
