Building Permits in Midland

Midland publishes its adopted construction codes and a city fee schedule for building permits and related development work.

Adopted codes

Midland's Building Codes page lists the 2018 IBC, IRC, IMC and IPC, 2015 IECC and IFC, and 2023 NEC. The page identifies the I-Code adoption as effective July 1, 2019 and was updated in 2025 to reflect the NEC edition. Use the city's current page and amendments for the project rather than assuming the same code cycle as another Texas municipality.

Midland's published fee schedule lists construction building permits at $0.315 per square foot and also identifies separate fees for items such as fences, demolition, certificates of occupancy, and right-of-way work.
