Building Permits in San Angelo
San Angelo's Building Permits & Inspections division provides permitting and inspection services for development projects.
Current code framework
Applicants must follow San Angelo's adopted building and construction ordinances plus applicable Texas requirements. For electrical work, Texas TDLR adopted the 2026 NEC effective September 1, 2026 with a limited state exception. Project-specific professional requirements depend on scope; the City expressly requires a Texas-licensed engineer's stamped plans for the solar-panel design in its published third-party-plan process, but that requirement is not generalized to every permit.
Permit application and inspections
For residential work, the City directs applicants to submit the building permit application and drawings to the Permits Department. Commercial applications go through Development Services, with plans and supporting documents uploaded for electronic review. Fees are due as specified by the City's current schedule. Required inspections depend on the permitted work.
Fees and exemptions
San Angelo's current fee schedule includes project-specific charges rather than one universal percentage. It expressly states that a permit is not required for an accessory structure under 120 square feet with no utilities. That exemption is kept to its published conditions and is not extended to electrical, plumbing, zoning or other approvals.
