Orem's Building Safety Division reviews residential and commercial plans, issues permits and performs progress inspections.
Current adopted codes
Orem lists the following as current as of July 1, 2026: 2021 IRC; 2024 IBC, IMC, IPC, IFC, IFGC, IECC and ISPSC; 2023 NEC; and Utah state amendments. This reflects Utah's 2026 code transition while retaining the 2021 residential code.
Applications and inspections
Orem requires full online submittal for building permits. Applicants use the Building Permit Portal to track applications and schedule or view inspections. Fence permits are handled separately and do not use the building-permit portal unless the fence is masonry/concrete or includes a retaining wall. Building Safety can also schedule inspections by phone. Required inspections depend on the project and permit.
Fees
Building-permit and plan-review fees are established through Orem's adopted fees and charges. Because the city updates these through its budget process, applicants should use the current schedule rather than older archived fee tables. No generic review duration is stated here.
