Building Permits in West Valley City

West Valley City's Building Inspection Division administers building permits and inspections and enforces the construction codes adopted by the State of Utah together with applicable City requirements.

Current code framework

Utah Code §15A-2-103 changed several statewide code editions effective July 1, 2026. The statute incorporates the 2024 International Building Code while retaining the 2021 International Residential Code for the residential-code category, together with the statewide amendments specified in Utah law. When a permit is required

West Valley City publishes permit requirements for single-family work. The City lists permits and inspections for activities including adding or altering electrical circuits, gas lines, ductwork, plumbing fixtures or service equipment, and remodeling that adds, removes or changes interior walls, finishes previously unfinished areas, changes room use or changes the roof slope.

Fees

West Valley City publishes a project-specific Permit Costs & Fees schedule. The City states that costs vary with the size and type of addition or remodel and provides separate charges for categories such as basement work, decks, demolition, electrical service, reroofing, pools and solar. This guide therefore does not use a generic percentage or statewide fee estimate.

Inspections

The Building Inspection Division handles field inspections. West Valley City also states that it has mutual-aid arrangements for building inspection services when the City cannot fulfill a qualifying inspection request with at least three days' notice, under the cited Utah statutory framework.
