Newport News Building Permits — Requirements & Process

The Newport News Department of Codes Compliance administers construction-code enforcement in the City, including plans examination and building, electrical, mechanical, and plumbing inspections. Virginia law places enforcement of the Uniform Statewide Building Code for construction and rehabilitation with the local building department.

Applications

Newport News provides a Citizen Self Service Portal where applicants can apply for a permit or plan, search existing permits, plans, inspections and code cases, and pay individual invoices. The City also publishes separate application forms for building, electrical, elevator, fire-protection, fuel-gas, mechanical, plumbing, pool, and other permit types.

The permit needed depends on the proposed work. Virginia's USBC requires a permit application before specified construction activities begin, subject to the exceptions and provisions in the state code. This guide does not turn those state provisions into a generic list of exemptions; confirm the actual scope with Codes Compliance before beginning work.

Current building codes

Virginia's 2021 Uniform Statewide Building Code (USBC) became effective January 18, 2024. The Virginia Department of Housing and Community Development states that the current Virginia code collection is based on the 2021 I-Codes and uses the 2020 National Electrical Code.

Newport News Codes Compliance identifies the USBC, the ICC family of codes, related trade regulations, and the City Code of Ordinances among the requirements it enforces. Virginia law makes the USBC a statewide construction code and generally supersedes local building-code regulations, while other applicable land-use, floodplain, functional-design, and similar requirements can still affect a project.

Plans and design professionals

Construction documents are required with a permit application when required by the USBC. Virginia law also governs when plans, specifications, or calculations must be prepared by a licensed architect or professional engineer and provides statutory exemptions for certain work.

Newport News may require licensed professional design where the applicable state law or code requires it. Because those requirements depend on building type and scope, this guide does not assume that every permit needs an architect's or engineer's seal.

Plan review

The building official must examine permit applications for compliance within a reasonable time under the Virginia Construction Code. Newport News publishes contact channels for residential and commercial plan-review questions.

No universal Newport News building-permit review duration is stated here. Do not apply the City's published site-plan review periods to a building-permit application; site-plan review is a separate development process.

Fees

Newport News states that permit fees are prescribed by Section 13-26 of the City Code and publishes a permit fee schedule. The City's current web page lists the plan-review fee as $30 for 0–2,499 square feet, $55 for 2,500–4,999 square feet, and $110 for 5,000 square feet and above, due when the permit application is submitted.

Those plan-review amounts are not the entire project cost. Building, trade, and other applicable charges depend on the permit and work. Use the current City fee schedule and the actual application invoice rather than treating the plan-review fee as a universal permit fee.

Virginia contractor licensing

The Virginia Board for Contractors licenses businesses engaged in construction, removal, repair, or improvement of facilities on property owned by others. Virginia contractor licenses have both a class (A, B, or C), which controls the monetary scope of work, and a classification or specialty, which controls the type of work the licensee may perform.

Licensing and exemption questions are project- and contractor-specific. Verify the contractor's current Virginia license class and classification through DPOR rather than assuming that possession of a building permit establishes contractor-license compliance.

Inspections

Newport News provides separate request forms for building, electrical, mechanical, and plumbing inspections. The City states that after an inspection request is received, staff will schedule the inspection within two working days.

Virginia's USBC requires a final inspection when permitted construction is completed. Approval of the final inspection means the work associated with that permit complies with the code and the permit is complete. Required intermediate inspections depend on the work, so a generic inspection sequence is not stated here.

Certificate of Occupancy and closeout

Under the Virginia USBC, a Certificate of Occupancy (CO) must be obtained before occupancy or a change of occupancy of a building or structure, subject to stated exceptions. The code provides exceptions for an IRC accessory structure and for an addition to an existing Group R-5 building that already has a CO.

When a CO is required and the conditions for issuance are satisfied, the building official must issue it within five working days after approval of the final inspection. A temporary CO may be issued on request when the portion proposed for occupancy can be occupied safely before all permitted work is complete.

A final inspection and a CO are therefore related but not interchangeable requirements for every permit. Follow the closeout requirements for the specific Newport News permit and occupancy.
