Building Permits in Suffolk

Suffolk's Community Development Division combines Building Inspections, zoning enforcement and property-maintenance functions. Building and trade applications can be submitted through the Suffolk Online Access Portal (SOAP), and the City also publishes application forms and inspection guidance.

Codes and inspections

The City states that the 2021 Virginia Building Code took effect locally on January 18, 2025. Virginia's building codes are statewide regulations administered through the Department of Housing and Community Development, with local enforcement.

Suffolk states that inspection requests received by 3:30 p.m. are placed on the following business day's work schedule, but explicitly says next-day inspections are not guaranteed. This scheduling rule is not a permit-review deadline. Required inspection sequences vary by project; the City publishes separate guidance for single-family and commercial construction.
