Building Permits in Bellingham

Bellingham's Permit Center within Planning and Community Development administers building-permit intake and coordinates reviews. The City uses eTRAKiT for listed permits, payments, status and inspection scheduling; building and land-use applications not available as direct eTRAKiT applications follow the Permit Center's application process.

Current codes

Bellingham states that the 2021 Washington construction-code cycle took effect March 15, 2024. The City enforces the 2021 IBC, IRC and other state codes with Washington amendments and local amendments in Bellingham Municipal Code Chapter 17.

Fees

The City publishes separate schedules for building, electrical, fire and land-use permits plus applicable impact-fee categories. Charges are project-specific; this page does not assume that an impact fee or generic plan-check percentage applies to every permit.

Inspections

Inspections can be scheduled through the online system. The City currently instructs customers to call the Permit Center at least one day in advance when using staff scheduling. Required inspection types depend on the permit. Final approval and occupancy documentation apply where required.

Review time and professional design

No generic building-permit review duration is stated here. Washington licensing and code rules determine when professional design/seals are required; the requirement is not universal for every permit.
