Building Permits in Spokane Valley

Spokane Valley's Permit Center administers building permits and directs applicants to the City's Online Permit Portal.

Code framework and applications

The Washington 2021 State Building Code cycle became effective March 15, 2024 and supplies the statewide minimum framework, subject to Spokane Valley amendments and separate electrical requirements. Permit requirements and exemptions are project-specific; applicants should use the City's residential/commercial permit resources rather than a generic threshold.

Application fees must be paid before processing. The City publishes a Master Fee Schedule instead of one universal building-permit price.

Inspections and occupancy

Inspections may be requested through the portal or inspection request line. Requests received before 7 a.m. are generally performed the same business day; later requests are scheduled for the next business day. This is an inspection scheduling practice, not a permit-review deadline.

For new buildings or additions, the Permit Center issues a Certificate of Occupancy after final approval from inspection staff and review agencies. The City also provides for temporary COs in qualifying circumstances and charges a project-specific TCO fee.
