Building Permits in Nashua

Nashua building permitting is administered by the Department of Building Safety. The department reviews construction documents for building, mechanical, electrical and plumbing work and conducts inspections on permitted work.

Codes and state framework

New Hampshire updated the State Building Code to the 2021 editions through HB 1681; Nashua states that the updated codes have been in effect since December 31, 2024. The state framework includes the 2021 IBC, IRC, IEBC, IMC and IPC with New Hampshire amendments; energy, electrical and fire requirements must be checked against the separately applicable state-adopted editions and amendments.

Design-professional and licensing requirements depend on the work and applicable New Hampshire law. This page does not treat an architect or engineer seal as universally required for every Nashua permit.

Applications, inspections and occupancy

Nashua requires a Building and Land Use application and states that permit applications require one paper plan set and one electronic plan set. Applications may be submitted by mail, drop box or in person; the city also accepts commercial permit submittals electronically by email when a paper plan set is delivered to City Hall. Structural building permits do not automatically cover trade work: separate plumbing, electrical and mechanical permits are required when applicable.

Inspection requests can be made through the city's request form, by email or by telephone. Nashua currently warns of unusually high inspection volume and staff shortages and publishes an approximately three-week inspection lead time. This is an operational inspection-scheduling estimate, not a building-permit plan-review deadline or statutory guarantee.

Required inspections depend on the permitted work. Applicants should use the approved plans and the Department's required-inspections guidance and obtain all required final approvals before occupying work where an occupancy approval is required.

Fees

Nashua states that building-permit fees are normally based on project square footage and vary by project type, including new construction versus alteration and residential versus commercial. The city also publishes an additional $35 filing fee per permit and $25 Land Use review fee. Separate trade or departmental fees can apply. Use the current adopted fee schedule and the amount calculated for the specific application rather than a generic valuation formula.

Review time

The official sources reviewed do not publish one general building-permit plan-review duration for all Nashua projects. The approximately three-week figure on the city's site concerns inspection scheduling, not permit review, and is not reused as a permit-processing estimate.
