Norman's Development Services Division administers building permits and inspections.
Current codes
The City's current adopted-code page lists the 2018 IBC, IEBC, IPC, IMC, IFGC, IRC and IPMC, the 2020 NEC, and the 2006 IECC, with applicable state and local amendments. Norman states that this code package became effective June 22, 2023.
Permit process and inspections
Norman's current Development Services reporting identifies residential and commercial new construction, additions/alterations, accessory structures, pools, demolitions and trade work among the categories it permits, while directing applicants to the codes and ordinances for exceptions. The City provides e-permitting and automated inspection services.
Fees
Norman's Visitability program, made permanent by Ordinance O-2526-1 in August 2025, provides a building-permit fee credit for qualifying new one- and two-family homes and certain townhomes. This is a specific incentive and is not generalized into a citywide fee formula here.
Design professionals
Oklahoma's state architectural law sets project/use-group rules for when an architect is required, while engineering documents are governed by separate sealing rules. This page therefore does not state that every Norman permit requires an architect or engineer seal.
