Building Permits in Bend

Bend's Community Development Department / Permit Center administers building permits and inspections through the City's Online Permit Center Portal.

Current code framework

Oregon specialty codes apply statewide. For commercial structures, the 2025 Oregon Structural Specialty Code, based on the 2024 IBC/IFC/IEBC, became mandatory April 1, 2026 after its phase-in period. Other specialty codes have their own effective dates, so applicants should verify the code applicable to the project type rather than assume one edition controls every discipline.

Applications, inspections and fees

The Online Permit Center Portal is used to submit applications, pay fees, upload corrections and request inspections. Bend states that requested inspection dates are not guaranteed.

Fees vary by permit type. A useful narrow example is the City's current reroof guide: it publishes a $330 reroof permit fee and says processing is typically 3–4 days. That timing applies to the reroof process and is not presented as a general building-permit review time.

Permit-required and exempt work is governed by the applicable Oregon specialty code and local process; no universal small-project exemption is stated here.
