Building Permits in Killeen

Killeen's Building Inspections division administers construction permits and inspections. The city uses MGO Connect, an electronic portal for permit applications, uploaded construction documents, payments, and inspections.

Current construction codes

Killeen states that the following construction codes are effective January 1, 2026: the 2024 International Building, Residential, Energy Conservation, Fire, Fuel Gas, Mechanical, Plumbing, and Property Maintenance Codes, each as locally amended, and the 2023 National Electrical Code as amended. The city's Building Inspections page links the adoption documents and Chapter 8 of the Killeen Code of Ordinances.

Texas Local Government Code §§214.212 and 214.216 establish the IRC and IBC as municipal residential and commercial building-code baselines and allow municipalities to adopt local amendments and later editions through the statutory process. Killeen's published 2026 adoption therefore controls the local edition information used here.

Applying for a permit

Create an MGO Connect account, select the appropriate permit type, complete the application, and upload the construction documents requested for that permit. The city warns that requirements vary by project, so this guide does not assume that every project needs the same plans or professional seal.

Fees and review time

Killeen does not publish one universal building-permit price or one review time applicable to every project on its general Building Inspections page. Fees and review requirements should therefore be checked for the selected permit in MGO or with Building Inspections. No generic one-to-six-month estimate is used here.

Inspections and completion

Required inspections depend on the approved scope. MGO Connect is the city's current system for managing inspections as well as permits. Follow the inspection requirements attached to the permit rather than a generic inspection sequence.

Professional plans

Whether plans must be prepared or sealed by a Texas architect or professional engineer depends on the project and applicable state licensing law.
